What MySQL and TrollTech (Qt) is basically say: "if you're going GPL.,
we're going GPL too. If you're going closed, then pay us for a
license"

This is a bit difficult to put into practice with web applications
because as far as I know, the GPL only talks about providing the
source when your application is publicly distributed. It basically
says that if you take some GPL code into your application and
sell/distribute this application, you should also distribute the code
with it. This means that if I develop something with Qt but I keep it
within the boundaries of my company (so it is never distributed to
other users), then I don't have to pay for a license even if the code
is closed.

With regards to web applications, you coud develop a closed-source
service based on plog and you would not have to abide by the GPL
because you are not really distributing the application, you're just
allowing external users to use it. Or at least is how I understand it.

It is because of this loophole (unless I am wrong) that a
dual-licensing model wouldn't really help much. I think that the GPLv3
is going to address this issue (and related one as web-services, etc)
so let's see how the new version looks like when it's finished...
