 	It took me a while to find this smarty plugin.  Is it correct that 
we are no longer using /templates/misc/pager.template - is there any way 
to make smarty use the template? - seems easier to edit than the smarty 
plugin.
 	If not, we should delete the pager.template, so it isn't 
confusing.  Maybe it is still there for backward compatiblity?
