I don't know exactly what this statement means, but I think the
answer is both.

No. UserA cannot cannot do that. If the site administrator puts
coolblog.com in the site-admin settings, then he could. But if he does
that, then presumably the site-administrator owns the domain, and then
userB should be allowed to do userb.coolblog.com.
If the site admin doesn't own coolblog.com, then he wouldn't put
it in the drop down. If the site-admin put a ? in the dropdown, usera
would type in usera.coolblog.com, but leave coolblog.com pointing to his
own host, perhaps using a wordpress blog, and he is thinking about
switching over his whole system, or perhaps switching one blog at a time,
I don't know.

I think so, but again, I am not sure what you are saying. I think
the easiest (at least for a technically minded person) would be to just
login, and change some settings and see what happens.

Yes. And since this has gone so badly with the developers(!) I
don't think I am going to release a patch for 1.0.3, but wait for 1.1, and
I can deal with my one domain, and see what problems people have and then
have it working more understandably by the time 1.1 comes out.
