[pLog-svn] Notification Plugin

 	I have been thinking about this, but haven't had time to get to 
it.  I have some users who would like it.  And probably even people who 
want to subscribe to all comments (so that should probably be an RSS 
feed).
 	I have one project that I have to do now, and then I might be able 
to work on this one.
