[pLog-svn] Do we really need allow administrator to "upload" locale?

After 1.2.x, the locale messages seperate to two files, one for admin and
one for blog?
 
Therefore, the "upload locale" is useless.
 
I plan to remove this function, but keep the scan "locale" there.
 
It is easier for us ....
 
If we we really want to keep this function there, then we have to
reimplement it to allow a user upload a zip, with the following structure:
 
xxxxx.zip
=====
/locales/admin/xxxxx.php
/locales/xxxxx.php
 
So, I vote 1 fore ignore the upload locale function.
 
ideas?
