Do you mean changing the plugin to run javascript instead of a php
code? That would be fine. Or perhaps you mean have the javascript load a
php file, sort of like the authimage code works. That would work as well.
That doesn't require any changes to the core, but just to the
plugin, so any plugin author can just do that. And as long as people
don't abuse it, the load should be reasonable, though if the javascript is
calling another php file (which I imagine most dynamic plugins would want
to do that) it will make additional hits for each page request.
