Added the foundation for developing Ajax-based classes within LT, hopefully this will help us settle on a single approach for implementing XmlHttpRequest based functionality.

The AdminAjaxAction and AdminAjaxView provide most of the functionality needed to make it painless to work with an Ajax interface. Communication is now based on JSon as it is much easier to work with on the Javascript side (responses from the web server are turned into native javascript arrays and objects) and AdminAjaxView takes care of all the encoding and serializing needed. The classes that handle locations in 1.3 have already been adapted to work with this new approach, the rest of ajax-based code will soon follow.
