I can' t reproduce this.

I created a new blog using the zh_TW locale that uses UTF-8 as the  
encoding and the text looks good to me, no transformations are done  
to the content:

op=ViewArticle&articleId=40&blogId=9

Please create a blog at http://devel.lifetype.net/lifetype-1.2/ 
register.php (HTTP user=devel, HTTP password=d3v3l) and see if you  
can reproduce it. We of course don't have an Arabic locale there so  
you'll have to use one of the other UTF-8 locales (zh_CN, zh_TW or  
even fr_FR)

Or if these are not the right steps to reproduce the issue, please be  
more specific.
