 	The last two htmldecode tests are currently failing for me.  I 
have my config db_character_set = 'utf8'.  If I change it to be 'utf7' ie. 
use the other path through htmldecode, it works fine.
 	Any ideas?  Does the textfilter test currently work for people who 
have the setting set to utf8?
