[pLog-svn] Daylight saving annoyance

Hello,
    I just noticed an annoying situation with my installation of  
LifeType.  After last weeks time change for Daylight Saving Time, all  
of our posts posted through xmlrpc were dated one hour in the future  
from the actual post time.

   After debugging a little debugging, I realized that this wasn't a  
bug in LifeType.  It looks like either php or apache caches the  
offset to UTC when apache starts.  Once I restarted apache, the times  
started appearing correctly.
