Hi Oscar & reto:

I think both of you misunderstand my point  ... :)

I don't want to  move all plugins to a single top "plugin" menu. I want to
keep the dynamic menu system, it is our strength ...

I just want to re-categorize all the plugins ....

- Some plugins already in the right pleace, like moderate comment,
hostblock, contentfilter ... I won't change them
- Some plugins not in the right place or in the wrong place, like atom,
moblog (for example) .... I just want to move them to the top level "plugin
menu" and create a new sub menu like "integration"  for them ...

So, plugin developer will know where their plugin should locate, and user
will know how to find the plugins, if the plugin menu tab doesn't in manage,
resource menu tab or somewhere ..

** All plugins for site admin will stay in the same places ....

Don't you think our current plugins menu tab apper in everywhere without any
rules?  :) (actually, there are some rules, but not such clear.)
