[pLog-svn] plugins

In 0.32, we have to go to plugin center page, and click the config link to
configure plguins. But in 1.0, all plugins can have its own memu, so the
plugin center seems redunent...
 
So, I think move the plugin center to admin tab, is a good idea.

how can i let the blog master "administrator" of the blog to be the only
user to see the "plugin center" tab, it does not make any sens to let normal
users " regular Bluggers" to see the plugin center tab , it has to be
removed to the administration tab and to be a part of it, right ?!!!
