I don't think you can know how much is too much load, without
knowing more about the system. I have one system that having a load of
over 1 is too high for it, but another system can easily handle much
higher - I haven't checked its limits as much, so I don't know the exact
numbers.
It does look there is too much swap used, and if that is being
actively used, as opposed to being cached I would probably want more RAM.
