[pLog-svn] Notification of required database changes

I think those changes will take care by the new upgrade  process.

Because it use the pdb dictionary to syncronize the db structure. 

Do you remember you upgrade it using the old wizard or new wizard(after
oscar implement the db dictionary)?

** about the filter content, and block hosting? Maybe we can move it to
plugins. Let the plugin to take care of them.
