 	I had been wondering about this table.  Occasionally I am working 
on someone's lifetype install where they have duplicate entries in the 
table.  I am not sure how it happens, but if we made the config_key the 
index, rather than an integer, we wouldn't have this problem.
 	Is there any reason for the extra unused integer?
