[pLog-svn] Help testing the moblog plugin

Hi Oscar
 GB2312 is used defaultly by Simplified Chinese, which is used by main land 
China.
My home developping client computer is using Chinese Windows XP, it is with 
GB2312, I would like to help if only I know how to... Would you like to 
detail how do you think we can test it?
