 	No.  That is why I had originally removed my code, the executing 
twice thing is a hard problem.
 	This makes it possible for forwarded actions to know what their 
action is, in case they are checking the value.  This will make some of 
the items actually run now, as I believe some of the plugins check the 
action before running?  I forget how the system works, maybe they are 
forced to check it in core code.
