You can use any license you want for a "plugin." As long as it is not
considered part of the core. Some of the plugins I released were BSD
because the company I was working for wanted it that way :)

If you change the license in the way you suggest it is no longer the GPL
especially since the GPL expressly allows it. So you can't call it the
GPL V2.

The spirit of the FSF is to allow you to modify their licenses. Simply
adding a line "you can't use this code in commercial products" probably
isn't sufficient...

In terms of enforceability... I doubt you'll be able to enforce this
donation unless you yourself control the download of the plugin.
